Dr. William H. Melody is Professor, Faculty of Technology, Policy and Management, Delft University of Technology, Netherlands. He is also Guest Professor and Chairman of the International Advisory Board, Center for Tele-Information, Technical University of Denmark. He is a former chief economist at the Federal Communications Commission and a consultant to the U.S. Justice Department in the AT&T Divestiture case. He has participated in telecommunications regulatory and reform processes for countries throughout the world. Previously, he led the establishment of telecom research and training programs in the US, Canada, UK, and Australia. He has published over 100 articles and books and has lectured and consulted throughout the world on the telecommunications regulatory process for more than 20 years. Dr. Melody serves as editor of the Journal of Telecommunications Policy, the most prestigious telecom-related journal in the world, which is subscribed to by government policy makers and economists throughout the world. He possesses joint U.S. - Canadian citizenship.

NRS Consulting Engineers has been providing professional engineering services for its municipal, commercial and industrial clients since 1984.
