Selected Professional Experience

Carl Goebel’s professional focus is the evaluation and development of financial, organizational, and capital systems and the identification and implementation of strategies to improve the management of these resources. He is employed by both the public and private sector to provide a wide array of services ranging from management policy formulation to determining appropriate levels of capital or operating investments to meet corporate objectives.

Carl has extensive financial analysis experience including economic forecasting, cost-benefit evaluations, cost accounting, rate development, mathematical and statistical analyses, resources allocation studies, long term financial projections, computer modeling, and service measurement systems. He has conducted market condition and feasibility studies for both public and private agencies. Additionally, Carl has had considerable background in developing, implementing and operating public works management systems and has managed one of the largest public works organizations in the Pacific Northwest. The unique combination training and experience in economics and practical expertise gained in a highly productive public works career makes his leadership on projects an essential ingredient for their success.

As a technician, Carl has over twenty years experience analyzing and managing local government finances and operations. His municipal experience includes development of user fees, cost of service allocations, utility billing systems and municipal corporation financial planning. His focus has been to provide governmental agencies the use of private sector tools to plan and manage operations.

He has been project manager and principal investigator responsible for design and implementation of computerized data analysis, modeling and simulation systems addressing consequences of alternative fiscal policy and public finance strategies, economic growth and development scenarios, municipal services operations and delivery systems. He has a strong working familiarity with numerous computer software systems used in performing these analyses.

Carl has also conducted program performance evaluations focusing on public resource and service delivery systems. His responsibilities included project design, specification of evaluation criteria, design and administration of data collection, development of systems to estimate "before and after" impact of program activities and presentation of findings to various public policy review boards and program administration staffs.

As a consulting economist, he has performed regional economic analysis of current and future conditions in several Oregon jurisdictions, focusing on economic base, resource availability, structure of current and future trade patterns, expected economic diversification and population growth and fiscal impact analysis of alternative economic futures.
