Robert Fuller
Mr. Fuller has over twenty-five years experience in large-scale information systems design, development, and implementation. He also has extensive experience in accounting and administrative department organization, operations, and productivity; information systems strategic planning; and, information technology management. He has directed numerous information systems projects for both public and investor-owned utilities. He was previously a partner in an international accounting and consulting firm where he was the national director of information technology consulting to the utility industry. He is a Certified Management Consultant.
PROFESSIONAL EXPERIENCE
During the course of his career, Mr. Fuller has served numerous clients. Presented below are summaries of some of these engagements.
Investor-Owned Utility Experience:
· Directed an engagement for a northwest electric and gas utility to design, develop, and implement a new financial management information system. The project encompassed a three-year effort and resulted in new systems for general ledger, budget preparation, work-in-progress, and executive information.
·Conducted a total quality management review for a multi-state gas utility to review its customer service function. The project identified several hundred thousand dollars of immediate savings through improved business procedures, reductions in paperwork, and modifications in existing information systems.
·Directed an engagement for a large electric utility to evaluate their customer information system and prepare a feasibility study for potential replacement of the system. He also directed a separate project team to review the company's financial management systems and recommend system and procedural improvements.
·Directed an engagement for a large electric utility to design, develop, and implement a new financial management information system. The forty staff-year effort included general ledger, cost accounting, work-in-progress, and budget preparation subsystems for the utility.
·Directed engagement for a large multi-state gas utility to design and implement new work-in-progress and construction management systems. The twenty staff-year effort was accomplished by modifying software packages to meet the utility's requirements. He also provided project oversight services to senior management on the design, development, and implementation of a customer information system. This project involved consultation with management and quality assurance for the design of the system, identification and programming of required modifications, and implementation of the system. He also directed a project to prepare a feasibility study, request for proposal, and software evaluation and selection for an electronic mapping system for the company.
Directed the design and implementation of an automated dispatch and field order system for a large gas utility with 1,000,000 customers. The system utilizes pen-based computers for over 300 service technicians connected via a data radio network to UNIX servers located in 5 major dispatch centers. The system has direct benefits of over $2 million in annual savings to the company.
Conducted a long-range information technology plan for a large gas utility. The study identified specific technology recommendations for the company with respect to standards, computer hardware and operating system, networking and communications, programmer development platforms, and application systems.
Conducted a feasibility study for a gas utility with over one million customers to design and implement an automated dispatch system for all field customer service functions involving over 300 service technicians in three states.
Directed an engagement for a large electric utility to develop requirements, request for proposal, and software evaluation and selection for a human resource system.
Directed an engagement for a large electric and gas utility to prepare a comprehensive feasibility study for the replacement of their customer information system. The study, approved by the California Public Utility Commission, analyzed potential alternatives to improve the functional and technical performance of a strategic system supporting the company's accounts receivable operation for over 4.5 million customers. The study detailed a five year effort to develop a new system utilizing CASE tools and information engineering methodology with a projected budget of over $50 million. Mr. Fuller subsequently directed the consulting teams effort to develop the application and data architecture phase of development for the new system.
Municipal Utility Experience:
Directed an engagement for the City of Seattle to design, develop, and implement a customer information system to serve the water, sewer, and solid waste utilities. The thirty staff-year project involved the modification of a software package to operate in the city's computer and business environment. Served as senior technical analyst for the design of a customer information system for a large water utility with over 140,000 customers. The system was developed with Software AG's CASE tools to operate on Digital Alpha computers.
Directed a project for the City of Modesto, California to design and implement a new customer information system. The project involved the design of the system, identification and programming of required modifications, and system implementation.
Served as project technical consultant for the Honolulu Board of Water Supply to analyze their long-range information system requirements for all business and operational areas and recommend technology and application architecture's.
Directed engagements for the Santa Clara Water District to develop a long-range information system plan for replacement of all business and operational systems. Subsequently developed detailed requirements, requests for proposal, and software evaluation and selection for new human resource and financial management systems.
Served as project oversight consultant for the City of Ft. Worth to analyze their long-range information systems requirements for the water department. The study resulted in the development of detailed requirements, request for proposal, and software evaluation and selection for a new customer information system.
Public Sector Experience:
Managed the design, development, and implementation of financial management information systems for the California Departments of Health, Motor Vehicles, and Transportation. The systems included general ledger, financial reporting, grant and project accounting, purchasing, accounts payable, and appropriation and budgetary control.

Directed an engagement for the California Department of Veterans Affairs to develop a federally approved cost accounting system for the California Veterans Hospital which resulted in an annual savings of over $2 million.
Directed several projects for the Seattle School District to develop a long-range information systems plan for all facilities; define requirements and develop a request for proposal for a work order system; and, manage the implementation of an integrated purchasing, inventory, accounts payable system.
Provided quality assurance oversight to the state of Oregon's statewide financial management system project.
Mr. Fuller was employed by the U.S. Department of the Interior for over five years where he held progressively more responsible positions related to budgeting and development and implementation of financial and budgetary control systems.
